Summary: The publication of this volume coincides with the third anniversary of the so called 'new economic policy' adopted by the Government of India in June, 1991. The new policy is being implemented mainly through granting the maximum possible freedom of action to private businesses, offering all possible encouragement for the transfer of capital, enterprise ad technology from the already developed countries and through a determined effort to end 'dirigism' or state guidance of economic activities. This policy has naturally divided the people, and more so students and teachers o development economics.
